I agree. I referred to the digital version of that paper and my interpretation is same as yours. Can we all collectively raise a complaint with Heritage ?

      https://www.fscarddisclosures.com/C1951_1701_VMC_Coles_Austr…

If they wish to enforce this rule, they can do it for new cards as the card agreement is linked to first 8 digits of the card but not to already sold cards - https://www.mybalancenow.com/#/cardholderAgreement

      • +11

Never have so many been so disappointed that they can't pay their taxes.

    • I wonder if we can tell whether the transaction is blocked by Heritage or the merchant. I can't use it to pay for my Bupa health insurance.

      • +1

That’s rather concerning! First it was ATO now it is PHI. Soon they will block it at any merchants of their choosing.

        • +1

Yes, they can. However, no one will buy it any more. It already happened to Only One VISA that has been rebranded several times to have a new appearance.

      • Has anyone tried their luck with any other health insurance company ? Is it just Bupa for now ?

  • +3

I wouldn't bother with these things again, not worth the hassle

  • +1

Heritage Bank must have made a significant $$ lost with people using the discounted Coles MCs to pay ATO, council rates, utilities bills, private health insurance etc. I used the cards to prepay my private health insurance for 14 months in advance (and beat the price rise), Sydney Water and ATO….within 3 days of purchasing, the entire balance was used up and this is NOT what Heritage bank were hoping for. A bit like the Hiver card with the now withdrawn 5% rebate….people will take maximum advantage of the (perceived) loophole. .. til it is closed and then the next one is found…..

  • Now that the ATO and Wise loophole is closed what’s the best option to get rid of these?

    • Incomm Payments may be one of the 312 subs in this deal as Mad Max said here.

    • can anyone confirm if wise is definitely closed?

    • Is it ato and others close OR heritage that close it?

  • +2

I wasn’t able to add this card to shopback app. Error message ‘unable to verify card with the bank’. Looks like it’s use is more restricted now.

    • +4

Maybe time for us to lodge a bulk complaint with AFCA.

They were previously able to be used at places where MasterCard was accepted. At this rate they might as well just block everyone and keep the money for themselves. Or if a business is popular, they can easily block it limiting us from accessing them.

  • Could someone detail the process of making a complaint to AFCA?

I think it's defs worth to complain about this.

    Hi all,

I have created a Change petition. Request all to please sign and also send the below email to Heritage and AFCA.

    Change Petition: https://www.change.org/p/heritage-bank-revert-back-card-usag…

    To: [email protected]; [email protected]
Subject: Unblock merchants to use Coles Prepaid Master Cards

    Hi Heritage Bank/AFCA,

Request you to please consider this change petition and take necessary action at the earliest.

    https://chng.it/tyxs9WstyD

    Thanks

    • +3

Considering this was so heavily advertised across the radio and national news, it’s definitely worth bringing the issue up to Heritage bank.

    • Signed and shared.

      • Thanks. In all honesty, irrespective of the disappointment that bills cannot be paid using this card… this is such a cheap act by an ADI

    • +1

You should start a new oz bargain forum thread, will get more attention imo.

    • Signed and shared.

    • +1

      Change.org won't do a thing

Best course of action is for each person impacted to raise an AFCA complaint, which Heritage bank are are required to respond to each individual

I'll be doing that shortly, and wait for the outcome in a month or so

      • Thanks for your inputs. Below is the email I’ve been requesting everyone to send it to AFCA/Heritage.
Please advise if you think we need to add more details.

Again waste of time, probably won't even get a reply from AFCA with a message like that

Just go to https://www.afca.org.au/make-a-complaint and make a complaint indivdually

Costs Heritage money as well for each complaint lodged

        • This will be the response from Heritage Bank

Thank you for bringing your concerns to our attention and your time on the phone.

As discussed, the Coles Mastercard is owned and operated by a company called Incomm. As the product owner, Incomm collect and manage your personal and transaction information. Heritage Bank is the card issuer, we act as a service provider to Incomm to carrying out the financial administration associated with the cards. As such, we do not have access to the account or transactional details for these cards.

I have escalated your concerns with Incomm and they will contact you to discuss

If you are unhappy with the outcome provided, you may request an independent review with the Australian Financial Complaints Authority (AFCA):

I am sure Heritage Bank knows this, but allow me to point out that Incomm is not a member of AFCA, refer https://ocf.afca.org.au/. Herritage Bank is responsible for taking carriage of and 'owning' the complaint.

I would only deal with Heritage and not some offshore company in the handling of this complaint.

I am yet to use the cards I purchased, but if I also come across this issue, I will be raising the issue with Heritage Bank and or AFCA. Further, I am not going to wait around months for resolution. Heritage and simply refund the full face-value of the cards to me.

          UPDATE:

I've received a response from AFCA yesterday saying that they've asked Heritage Bank to provide a response by 05 Dec 2022.
Also received an email from Heritage Bank Customer Relations team with in an hour asking me for card details. They're now trying to make it look like a card specific issue.

I've tried paying ATO last night and it went through ok(5 each via ATO and EasyPay), I tried again now(after the 12 hour gap) and all the 10 payments went through ok.

Looks like Heritage Bank has now unblocked ATO. To cover up their mistake, Heritage may go back to AFCA and say that it was a technical issue.
Thanks to everyone who signed the petition and sending emails out to Heritage and AFCA

          • +3

@SydOzber: Technical issue my arse. They tried to move the goal posts after they had pocketed the money, now it seems they are moving the goal posts again to its original position.

Still makes them look dodgy AF.

          • +1

@SydOzber: Thank you on behalf of all of us.

          • +2

@SydOzber: Thank you so much. I managed to pay off my ATO debts now

          • @SydOzber: is it safe to say we still can buy these card again in feb 23?

            • +2

@yolow: I would personally avoid buying in large numbers after this experience.
I'm sure they will plan to amend their T&C for the next lots to exclude Government payments(similar to automated fuel dispensers).

            • @yolow: You can, but it will be at your own risk. Maybe just buy enough for places that you can use them immediately.

          • +2

@SydOzber: Thanks for leading the charge on this one! Managed to pay off the last of my tax bill and HECS debt this afternoon.

          • +3

@SydOzber: Just received a response from Heritage. It's funny how they think what they've done is still consistent to T&C

Thank you for your email and for bringing your concerns to our attention.

The card provider, InComm, has investigated your matter and what has occurred here is consistent with the card’s terms and conditions. However, I am pleased to inform you that as an outcome of the investigation these cards can now be used with ATO and BUPA.

            • +2

@SydOzber: That response is complete rubbish.

Heritage Bank can't keep handballing this to InComm. Heritage Bank should be very careful of reputational damage with arrangements like this.

              So glad we have AFCA.

              • +1

                @YesPleaseThankYou: 100% Agree.

That's my response. Now that the cards are unblocked, I am going to have some fun conversation exchanging emails with Heritage :)
                https://files.ozbargain.com.au/upload/137114/99487/email_res…

                • +2

@SydOzber: Excellent — focus needs to be on Heritage.

You may need to steer AFCA into keeping discussion with Heritage Bank only.

If Heritage Bank wishes or needs to discuss matters with InComm, then that is its business, and of no concern to you/us.

Heritage Bank is engaging in blame shifting. Despicable.

                • +1

@SydOzber: Good work, mate! Lets us all know of the outcome.

          • +2

    • +2

You did it! We did it!

Heritage: 'I am pleased to inform you that as an outcome of the investigation these cards can now be used with ATO and BUPA.'

  • I am having problems adding these cards to my PayPal account during the past week, 2 out of 4 cards failed to link yo PayPal. Upon clicking save card I received an error message, which is pretty much saying this card has been linked to another PayPal account and please try to unlink the card first or try a different card. Then I checked card balance and to my relief still got full balance on the card. It doesn't make sense. When it happened to one card I thought it must be PayPal got a system glitch or something. But happened twice within the week is something else. I tried logout PayPal, login using different broswer but error message persisted.

Does anyone have the same experience? I couldn't figure it out. If anyone was able to succesfully linked this card to his/her PayPal account why wouldn't they used the full balance asap?

    • Happened to me before, solved by deleting some other cards. Think its got to do with too many cards being linked.

      • Mine is definitely has nothing to do with linking too many cards. For one I only linked a few cards and removed them as soon as I used them. Second, the error message was different. It would tell you that too many cards linked to your PayPal account please remove some and try again. In my case, error message was this card has been linked to another PayPal account… I was really worried until I checked the card balance and full balance was on card. Straight away I used the full balance.

        • That is probably because card number was reused with different exp and CVV. That should be how prepaid MC/Visa works.

          • @samehada: Ok, but when add card to PayPal expire date and CVV are also required.

            • @bbking18: "which is pretty much saying this card has been linked to another PayPal account and please try to unlink the card first or try a different card"

The error is already self explanatory for you. You can only link the same card number for 1 Paypal account. Someone else must have already linked this same card number in a different batch with different exp date and CVV and has not unlinked it yet.

With only 6digits card number which is only 1 million cards, how do you think there are so many cards that has been sold?

              • @samehada: Yes, I do know only 6 digits card number are unique, but I thought PayPal would use not only card number but also expire date and CVV as well. But I think you are right. As soon as PayPal recognize the card number they send out error message straight away.

                • @bbking18: Keep in mind that the BIN for Coles Mastercard gift cards was previously assigned to a different bank (and it looks like the previous bank was an overseas bank).

If someone neglects to unlink from their PayPal account an expired debit/credit card using the same card number as the card number you have, that probably explains the reason PayPal thinks the card you have is already linked to another account.

                  • +1

@WookieMonster: Thanks WookieMonster. I did panic a bit as I don't have a lot of experience in this. I quickly used the card to pay directly on merchant's website rather than PayPal.

  • Doesn't work with aus post bill pay either. Hope someone is not left with 100s of the card with no where to use.

    • I have 25 of 250’s and 25 of 100’s. Don’t know where to use these now :|

      • +2

Here. Post them here and we'll help you out.

      • Petrol? Or buys a car to use the petrol?

        • I will need to buy a parking to buy a car :D

        • Costco petrol fail too

      • woolworths gc for grocery shop?

        • +1

          fails now

    • Oh wow unbelievable. When did you try? Lucky I didn't buy many. I used up all mine.

    • I paid NRMA comprehensive and ACN renewal at PO on Thursday evening.

If someone else can try and we are sure about it, I’ll edit the change petition to include this as well

    • Still works for Aus Post bill pay here

    Very unethical of Heritage bank

Signed. Very well written. Thank you spk.

    • +5

I wonder if cross posting to Coles FB page would cause a bit more publicity/controversy. We need to use every resources we can at our disposal to pull Heritage Bank in line otherwise Coles and Heritage Bank will just take advantage of the promotion.

      • +2

Agree. I was also thinking to reach out to the media person who has published the 7 news article.

    • +6

Thanks mate, 6000+ clicks on the deals and only 6 votes so far.
Request all members(even if you have used all the cards or didn’t participate in this deals) to please support. Unless there are atleast 100 signatures and emails sent out.. Heritage wouldn’t take it very seriously

      • Signed

  • Mine wouldn't work through Langtons, my wine broker couldn't get the system to accept it.

  • What a BS from both Heritage Bank and Incomm. Almost 3 weeks since lodging the dispute form, I chat with Heritage Bank, given 1800 number to call that belongs to Visa Debit helpline even though I said it is for Mastercard prepaid. They only able to send email to Incomm about my cases, nothing that they can do. Trying to wash their hand !
Then I rang to the 07 number on the card and was advised that I have been sending to US Incomm instead of AUS. WTF ? The form only mentioned to the US email address and nothing else. How would I know it is gone to US ? Wasting 3 weeks for nothing !

    • +1

Lodge a complaint with AFCA. Simple.

    • What was the expiry date of the cards that were hacked, please - 03/27 or 06/27 ?

      • I recall someone mentioning a 03/27 $100 card but it would not surprise me if there were some from both batches.

  • Can someone explain where I can use these cards now?

Can I still pay my council rates?

Langtons is a wine retailer and wouldn't accept it.

How are these prepaid credit cards if we can't use them as is.

I'll sign whatever I need too, or email but we need a more detailed post.

I doubt many people have checked back in.

    • I used it to pay AAMI insurance, council rates, electricity bills, petrol, cafe, restaurant, supermarket

      • Yeah, I was hoping to use for large wine orders.

I hate the idea of remembering how much I got on there, and then doing split payments at servos etc

    • I used it to pay car rego, council rates, health insurance, water bill, electricity bill, internet bill, phone bill, fast food, takeaway, gift cards at Shopback, Cashrewards and Woolies. Pretty much most of my daily expenses.

I don't understand how anyone can have difficulty using these.

      • How did you pay the car rego with them? The online payment system does not take split payment.

        • He may pay 3 months at a time.

          • @[Deactivated]: Previously I paid at the post office in $250 blocks (Western Australia) for a whole year (approximately five cards). However, with the blocking of select merchants I am not sure if it will still work today.

            • +2

              @t25: That's the issue.

              What does work?

How the hell can you sell a MasterCard that suddenly has limited availability and how is this legal?

              It's BS

              • +4

@[Deactivated]: It shouldn’t be legal. Coles/Heritage Bank needs to be held accountable.

Advertised as “accepted where MasterCard is accepted” and at one point in time was actually able to be used at most places.

  • +1

pretty sure i was able to buy discounted woolies giftcards on their website (clicking through RACV member website first), but now transaction fails every time. it's not a website issue because the moccona MC's still work

i have a few of these coles ones left, wouldn't mind converting them to amazon GC's if possible or any other suggestions?

    • +3

Assuming you have a PayPal account, have you tried linking a Coles Mastercard gift card to your PayPal account, then when you check out on the Woolworths Group gift card portal, select PayPal and choosing the Coles Mastercard gift card as the payment source? That should get around any restrictions Woolworths Group have (probably) put in place for Coles Mastercard gift cards.

wouldn't mind converting them to amazon GC's if possible or any other suggestions?

You should be able to use a Coles Mastercard gift card to purchase an Amazon gift card on the Amazon website. (It worked for me a few weeks ago.)

Alternatively, you should be able to use it to purchase Amazon gift cards on Prezzee (via PayPal) or Giftz.com.au, or discounted gift card portals selling discounted Amazon gift cards (e.g. HCF Thank You). You may even be able to use it to purchase an Amazon gift card at Coles (but I have not tested this myself).

      • +1

Thanks Amazon gift cards through Amazon work. I'll try the PayPal thing for sure.

Don't think I'll be buying any more of these in future offers
