Did you adjust the tension? Bought two of these and they work fine, initially had to reduce the tension because my monitors were being pushed too high up.
you probably used it wrong. i had difficulty adjusting tension as well, but once it worked it worked fine.
FYI, I just got one of these recently and the best way to describe it as 'cheap and cheerful'. It works fantastic with my 27" flatscreen monitor (LG GL850) but that monitor is not too heavy. However it's not great with a heavy curved monitor (such as the Samsung G7) since its front heavy and will sag unless you keep the tilt bolt EXTREMELY tight.
In short, the closer you get to 9kg or it's a curved monitor, I'd be wary.
I'm looking for a monitor arm. Should I choose something like the one in OP's post (with which the height could be adjusted easily by pushing up/down), or something like this https://desky.com.au/products/single-arm-eco-monitor-mount?v… (where we need to loosen a bolt to change the height)? My desk is height adjustable. Monitors are 27-32 inches.

I would say a gas spring one like the one in this post since they’re much easier to adjust whenever you like. If you don’t like it I’m sure you could just return it anyway.

They never say how high they get vertically.
Because it depends on the weight of the monitor.
That's why I always recommend the F100A like pengendo did in the comment above. Better to have it over rated for weight so it is more likely to be able to hold your monitor at the maximum arm height.
