Agree. Might be site wide but the eligible items could still consist of only 1% of items on sale on eBay. That's a NEG from me.

There was only ever one 20% off site wide and that was through the US eBay. I think the best for the au site was 18% for their 18th.
Let me get this straight… Only 5%, only selected items, AND a fairly high minimum spend?
This isn't a bargain, it's a marketing fail.
"eligible" which means about 90% of the items on ebay aren't eligible.

Tried to apply to a cart of $75 AUD and get the message "We can't apply this code until you reach the minimum order total". I've previously had trouble and I'm assuming the amount has to be $75 USD (even though this isn't specifically mentioned. Alternatively the items I added weren't "selected items".
Only eligible item not equal to site wide
