        I'm pretty sure you have to touch whatever it is you want to test for voltage.

        It's basically just a simple tool to tell you if something is live or not if you don't own a multimeter.

        Personally I think if you don't know much about electricity and don't have a more sophisticated tool to test if it's present then you probably shouldn't be working near things you suspect to be electrified.

          I disagree.

          If you live rurally, and there's just simply no way of talking you out of re-joining that one wire the rat just finished chewing through, I'd much prefer someone use one of these test lights, than just hoping they've correctly read the circuit breaker.

          It's not a matter of legality, or common sense.
          It's about trying to ensure safety once those two concerns have already passed.

          If you aren't able to operate a switch board correctly then you've got no business working with electricity.

          If you don't own a multimeter and understand how to use it then you've got no business working with electricity.

          If you live in a rural area (like, triple digit kilometres from a major service town rural) and you have no idea how to safely work with electricity, perhaps a move back to a major town or city should be on the cards for you.

          All electrical test equipment is only as good as the person using it. For example, if meatgasm (above) went to work on a wire in a house, waggled his voltage tester screwdriver close to it and it didn't light up, then surely the circuit would be safe to work on, correct?

          Things like these VDE screwdrivers are a good product. The downside is that any fool who knows nothing about electricity thinks they're going to be automatically protected if they start poking around near live wires (probably while holding a metal part of the screwdriver).

          Then, have moved past their personal assessment of 'safety' (smart or not);
          I'd prefer them have a testing tool of any quality, than none at all.
          Darwin will sort out the rest.

          IRL experience, there's just no stopping some people.
          I've done some rural work in indigenous communities. and while things like stripped wires from a lamp can work to test a live circuit (some buildings never HAD switchboards), I'd much prefer an insulated tool.
