Note that the HP barrel connector has THREE conductors: pin, inner of barrel and outer of barrel. The 3rd conductor is a "sense wire" that makes this a "Smart Adaptor". What that does is sends a certain voltage (at low current) which tells the HP Laptop what current rating is available (ie: 90W) so if the laptop needs more than that (eg: a docking station) then it won't power up.
Also note that this almost certainly doesn't come with the mains cord (with 3-pin IEC C5 connector).
I use these type of HP chargers for my RC chargers. For example the SkyRC B6 series. They are rated 18V input but they don't seem worried by the 18.5V from the older HP chargers, so I assume this one would also work OK.
Why wouldn't it come with a mains cord? My work laptop is a HP and it was bought with a dock and spare AC adapter that both had mains cords.

However, I agree that you are probably correct based on that HP link that you found.
But the smart adaptor will also refuse to power up if doesn't detect the correct load (ie. hp laptop/dock) on the smart pin. How did you work around that?
Signal for load would come from the receiver and create the shutoff or short.

Thanks OP. Bought 2. Delivery at TGG eBay is cheaper at $5, whereas at TGG online store is $8. Both appear to be flat rates.
They must be pocketing a few extra dollars on the delivery fee via TGG online store.
Where these products under the recall that HP had with their power cables? If there is no power cable would mean they were under the affected recalls…?
Those recalls only affected the mains cord, not the power supply itself. I would have thought all stock would have been checked at some stage to ensure they didn't have a power cord that was potentially hazardous.

Spec's? What voltage is it? I'd guess around 19V.
Note the output jack is not a standard 5.5mm, but easily replaced.
