HDMI Alt Mode for Type C is relatively new. No phones, laptops or tablets do it. AFAIK.
Most devices use Display Port Alt Mode or a USB 3.0 device in Windows.

Yeah, Windows Phone supports USB Type-C DisplayPort Alt Mode. Some adapters have that with a DisplayPort to HDMI adapter built in, like:

Such an adapter should work with any 6th or 7th Gen Intel Core, or most higher end Windows 10 Mobile devices.
