If your web browser is Firefox, you can set animated pictures to animate never, once, or continuously. Instructions here: http://kb.mozillazine.org/Animated_images
I just tested it, and it works for me.
Other browsers probably have the same feature, or an add-on to disable animated pictures.
My adblocker functions adequately for this purpose.
