I think you will find that was what is referred to in the business as a 'joke' using 'irony' in which he has juxtaposed the incredibly low amount with calling them greedy, which would not be expected for 5 cents. ;)
Still, for them to get that desperate over 5% makes me think 1) it has been a long time since they got a rise and 2) conditions must suck

ok, you get a bus ride without paying, but is it ethical? if one of my staff was giving away product or a service at the cost of my company i would get the police involved.
Wow we as a society are going backwards and heading in the same directions as the US. Bugger working conditions or pay must work only for the benefit of insert name we cannot cost them money only they can take from the worker scum. We must bow our heads and be indentured slaves forever more…

The drivers are being paid market rates and have been offered a pay rise ABOVE CPI Inflation.
The CPI index rate for Sept 2012 is 101.8 and Sept 2013 is 104, which represents a 2.16% increase.

The Bus Drivers have been offered 2.8%.
But demand 5% or they will financially cripple the company's cash flow.

it might be all that the company is willing to supply but
how can they be being paid market rates if they are demanding more?
Wanting more does not invalidate the current rate as Market rate.
The test for market rate would be to re-advertise all the drivers' jobs at the same rate and seeing if applicants apply.
If not then I would concede it is below the equilibrium.
If so, it is on or above the equilibrium.
About 5 years ago I was doing a survey on the buses in Adelaide, a great job, fun you got to work with someone and simply hand out surveys to passengers. We got paid $20.50 an hour to do so.
During that job we talked to a lot of bus drivers and talked about what they earnt. Well they were earning less than us the guys doing the surveys.
Hardly seems fair does it?
if you dont like it, then become a lolly pop man and get paid $35 an hour but you've got to do the grave yard shift.
you don't do surveys 8 hours a day 5 days a week do you?
We did for 3 weeks, yes I know it wasn't permanent work but still.
