Boost is selling at the moment the Jump start for 39 incl. SIM kit and a bit of credit.
The phone is most likely locked to boost but there are many ways to get it unlocked for free.
Having a micro USB dock it should fit with most of the Samsung, LG and so on car chargers.
Sure, it is not the newest on the market but for that money i doubt you can go better. GOod enough as a back up phone or for the kids, i got my daughter one and she likes it.

What worries me with this phone is the 1500mAh battery. Depending on the processor it might be fine, and given the fact that the phone's running Android 2.3 also shows it's probably a slower processor so the battery might last a day. If it is a slow processor, don't expect to run to many to many games or processor intensive apps.
For kids though, this phone looks good!
