Proactive Action - Xiaomi (& Other Chinese Brands / Import) Phone Owners Affected by 3G Shutdown (Now Due to Be Network Blocked)

UPDATE 1/11/24 - Response from grey import seller after I contacted them regarding a Redmi Note 12 that is no longer working. (Of course I know it is not their fault, but this is a good way to get more pressure on Xiaomi to do an update, and to put pressure on the government to whitelist"
"We have investigate the issue comprehensively and follow up instantly with distributor and ask them to push Xiaomi to resolve the issue. After our best endeavor, as of 31 OCT, Xiaomi confirm that their device is actually capable of emergency calls over 4G or 5G. This is an compatible device. However, the disconnection results from new ACMA regulations effective October 28, 2024, requiring carriers to restrict devices that can’t support 000 emergency calls over 4G or 5G from accessing their networks. It is out of our control. It is a government, manufacturer and network provider level. They recklessly blocking usable phone regardless of compatibility. They block for most phones that not purchase from them or from their partners and force you to buy a new one from them.
Meanwhile, we are pushing our distributor to communicate with manufacturer for updating the list and there are news that a firmware update will soon launch from Xiaomi."

UPDATE 30/10/24 - Please also email
[email protected] as we now have some traction

  • After multiple emails I finally got a NON-standard response! Hope is on the horizon! If this ends up working, you all can shout me a beer (or preferably a non-alcoholic and refreshing beverage)!

"Hello, Greetings from Xiaomi Customer Support! This is Eric.
Thank you for your feedback. We have noticed this situation, and concerned team are working on it. Please wait for the system update.
We would like to know if your device is only unable to use the emergency call function normally, but is able to use other functions normally, or if it has no signal/service at all. Once we have your feedback, we will get back to you with proper handling.
Best Regards
Xiaomi Global Email Service"

SUMMARY

  • Certain 4G and 5G phones currently working on VoLTE may be actively blocked through a government directive after 28th October
  • These are usually grey import phones that revert to 3G for 000 emergency calls
  • There are a lot of people ignoring the annoying text and voice messages on their phones, thinking "My phone IS 4G/5G, I am not affected"
  • Come October 28, there is going to be a tsunami of shock and anger

Oct 24 last minute legislation to block 4G and 5G phones that revert to 3G for 000 calls
https://www.legislation.gov.au/F2024L01353/asmade/downloads

Banana3's Summary (READ THIS FIRST to understand what the issue actually IS, instead of spouting "3G shutdown has been announced for years…")
"Again, the issue is not whether 3G should be shut down or not. I think most people in this discussion agree that it needs to be shut down. The issue is that a few years ago the communication was: as long as your phone supports 4g, then you should be fine. Then earlier this year: No, 4g alone is not going to cut it, you need to have a phone that supports VoLTE. Then: Wait, actually, not just any VoLTE, only those that the network allows your phone to use (yes, Vodafone told me that when my perfectly working VoLTE phone stopped working after they shut down 3g). Then on the last minute: Oh wait, actually, not just that, your phone also needs to be able to call 000 on 4g by default. None of these have been properly planned, or thought of, or mitigated. It's all just a big mess. If anyone is confused, it's not their fault."

So do we know if buying a NEW redmi will even work? Like, if i was to buy a Redmi Note 13 Pro (Global) from AliExpress for $360, would that definitely work?

    • +2

I certainly wouldnt be risking it.

Personally i wouldnt touch a new import until the 3g shutdown is at least mostly complete so we have some idea what ends up surviving.

    • +2

I expect all grey market phones will be entirely banned from this point on.
Telco's and the government want their cut.

          will do no worries

    • Some AliExpress now have info on our 3G shutdown and you can ask them to confirm if the phone will work. If there's any issue, you can usually get a full refund, just make sure you don't pick a dodgy seller (check how long they've been in business and their feedback, as you would on ebay).

Lost both signals on my dual sim phone this morning (both has volte enabled). Sim1 = Kogan, Sim 2 = boost. I removed Sim 1 and noticed. SIM 2 working again. I then swapped Sim 1 now = boost and Sim 2 now Kogan, and both are working. Lol

i was surprised to read that even if someone from OS comes here, and they're using a roaming service, it'll also be blocked (will work once they go back to wherever though)

    • I heard they get a 90 day exemption.

edit: "Roamers just have to receive a warning text message to say they 'may not be able to make calls or Emergency Calls when Roaming'."

      • +4

Yes, but the usual thing for people visiting from overseas is to buy a local SIM to use while here. Now it seems that they won't be able to.

        • yep. Person i replied to specifically said using roaming though. ( i assume thats what they meant by roaming service?)

I guess the fix would be to pick up a cheap prepaid if their phone isn't supported and they want to use a local sim. Not ideal.

          • +2

@Duff5000: Great, so tourists that have a perfectly good working phone that have 4G VoLTE, band 28 and 4G emergency calls must now:
            1. Buy a local sim
            2. Find that their phone is blocked.
            3. Either try a different SIM or buy some burner phone.
            4. Complain loudly and warn other tourists not to come here.

            • @xsacha: Must now buy a local Sim? No. Thiet current Sim will be fine.

Otherwise yes, buying a local Sim may not work.

  • I thought I would still be able to receive SMS via RCS on Android. But it doesn't seem I am able to. Can anyone confirm? Thanks.

    • +3

You'll lose the mobile data service layer for one, and even on wifi; in the background your phone will periodically exchange info with the carrier to verify the association between your device, mobile #, and acct. Same as when you pop Sim into new phone or do some action that rescinds the auth & verified links between your device, the RCS chat app, and your mobile # identity.

(Edit: so the device ID IMEI getting turfed will likely break one of the necessary links in the "verified & trusted" chain to maintain RCS over another network like wifi). that's a good thing by the way, intended to mitigate MITMs and spoofing interceptions etc.

      • Any risk if I pop my SIM in to a working mobile phone, just to get some 2FA SMS and then take it out? Say, once a day? I guess asking for a risk for my service (SIM and account with my carrier) and for the working phone.

        • Depends what risks you're thinking but most likely noy any more than usual. I've moved Sim to a temp phone now. Whilst not new risks, it is tremendously inconvenient in authorising all my apps (eg banking, travel, food etc) again on a new phone.

          • @xwx: I was thinking like my carrier will block or close my account, or the otherwise working phone becomes blocked. I know, it doesn't make sense and sound paranoid, just want to be safe.

            • +2

@peuwayaqdq: Nope, unless there is some other seriously suspicious stuff happening on your acct or mobile service, simply popping your Sim in a new device won't get you blocked. I've had Sims hop through 20 devices in a few hours whilst I configure and test them.

If your other phone is not in the declared compatible whitelist, getting it service blocked is a risk (the phone itself is unaltered, it is just being denied registration on the AU network). Best way you've got to check that currently is submit the IMEI of the new device into the AMTA or Telstra checker pages.

  • what's the cheapest mobile phone to fill in the gap until Black Friday sale? thanks.

    • +4

Depends what type of services you need from the phone. Preparing for what ultimately became this unnecessary shtsho, I bought a couple of clearance Telstra Essential devices (cheap mostly full feature smart phones) for $5 from Woolies (likely impossible to find now). If you don't need apps, Coles Woolies etc have phones for ~40. Very basic smart phones with support for apps you should be able find for less than 80/90.

2nd sim Amaysim (uses optus) got emails regarding device affected by 3G shutdown
    - got a $150 coupon to buy new phone - bought one

Then put in another amaysim sim card in my brothers name in this phone, got email plus $150 coupon as well for him - bought a phone for him as well

Tried another sim again, which likely forced a manual review of this phone and they checked/put it in the white list, finally got this good news email from amaysim on 28 aug -

"We’ve previously reached out to notify you that we’ll be switching off the Optus 3G network and the impact this could have on one or more of your 4G/5G devices, including the ability to make 000 calls.

Based on updated information from the manufacturer and device testing on our network, we no longer believe that your device will be impacted when the Optus 3G network is switched off. This means your device will continue to work as normal post this date.

    Your Device(s)
    ————— Xiaomi Poco X6 Pro 5G"

Also, tried this sim in another older US phone that does have 4G, but set it to 3g - not sure if it mattered. Got affected device email with a $200 coupon - bought one.
Device network went out on this phone today, I rebooted and is still working with amaysim.

      • Forgot to mention, grey import from dx.com - umidigi power 3 phone from early 2020 is also working without issue in boost and amaysim - never got any warning either.

Only phones are supposed to be covered under the ministerial direction to be blocked. If they do manage to block your tablet… yell at your carrier in complaint form, then lodge a TIO case when they inevitably don't handle it properly.

    • +1

Maybe Vodafone network is still fine for this? Using LTE will eat more battery life compared with WiFi.

    • I'll check it tonight and let you know

  • Poco X3 pro still working in Vic on Kogan / Vodafone despite them checking my IMEI and saying it would be blocked. Not sure if they have not got around to it or it is going to work.

    • Definitely not got around by the looks of it. They are doing it in a staggered manner.

  • +2

As a fellow Xiaomi user, been on pins these past days, chaps over at Whirly shared this link recently:

    https://www.telstrawholesale.com.au/3G-Network-Closure-Block…

Somewhat reassuring my IMEI comes out ok, as at today. Fingers crossed it remains that way post Nov.

    • Thanks for that just checked mine and it is saying it is compatible so looks like they have made some further changes at their end.

      • Update even after that they blocked mine yesterday… Weird thing is I have a spare of the exact same model I switched to which is working so far.

    • Try sticking in any random 8 digits - it will almost certainly pass.

Someone else mentioned that it looks up the number on a blacklist, so if your unknown IMEI is NOT on the list then it will say it passes.

      • found an old phone that hasn't been used in years. 86028702

        Says blocked.

Poco f3 that optus say will not be supported this site still says ok.

Oh no! Based on the information you provided the mobile phone with IMEI beginning 86028702 has been identified as having compatibility issues related to the shutdown of Telstra's 3G Network and is blocked from connecting. This means it will not connect to the Telstra Mobile Network or the Telstra Wholesale Mobile Network.

Why has my device been blocked?

Your device has been blocked from using Telstra's Mobile Network according to the Telecommunications (Emergency Call Service) Determination 2019.

A blocked device cannot connect to the Mobile Network to use voice or data services. This also means the device cannot make calls to emergency services (including triple zero).

To reconnect to the network, you'll need to remove the SIM and insert it into a phone that is compatible for use on the Telstra Mobile Network or Telstra Wholesale Mobile Network. Low-cost mobile phone options are available. The Australian Mobile Telecommunications Association has also produced a mobile phone buyers guide that maybe useful.

      • The wording of the responses does seem to indicate that.

Side note, the site has been slapped together so quickly that the API returns success for disallow list matches and failure for okay phones…

A minor detail that does not affect the result (the page obviously understands), but it does kind of let on to the rush job this whole debacle has been.

      • +1

Historically the AMTA site and some other checks gave either clear pass, clear fail, or check and the check cohort are now mostly fail and block… Mine used to be CHECK and I updated to ensure it would be fine, then the last minute stuff in late October destined it to become a brick.

Confirming an approved TAC would be helpful for those with otherwise fully-capable devices to maintain service (by inserting an approved TAC into their device IMEI)… if it were not a contravention of 474.7 to modify / spoof the IMEI in Australia.

I do feel for the back-end tech teams and some of the customer support at the Telcos trying to deal with this. It went from being a bumpy but reasonably well communicated shutdown and transition with some probable edge-case issues to a GoT style red wedding (those with mildly / entirely unaffected devices all becoming casualties).

    • +1

I received an SMS notification from Catch mobile that my phone would stop working within 24 hours and that I "immediately need a new compatible device" more than 24 hours ago… Strangely enough on the AMTA website my phone was on "Check" but now it is "unblocked. Hurrah

    • +1

My Xiaomi Ultra is already blocked by Optus. But just checked this one and it passed!

    • My OnePlus 7 Pro is blocked according to this… What a pain

    • +1

This says my poco f3 will work, but the atma one says it might get blocked and Amaysim keeps spamming me that my phone will stop working.

The constant conflicting information is so annoying.

    • On this - https://www.telstrawholesale.com.au/3G-Network-Closure-Block… - my Redmi Note 9 is identified as "Good news, based on the information you provided, your mobile phone has not been identified as having compatibility issues related to the shutdown of Telstra's 3G Network, and is not currently blocked from connecting. It should function as expected on the Telstra Mobile Network and the Telstra Wholesale Mobile Network. Happy chatting!"

When I call a Telstra (or any) number I get the warning msg, Amaysim send me emails and sms saying I need an upgrade.

      So much conflicting info.

      • And my own Redmi Note 9 fails that same site… gosh it seems so arbitrary..

wtf that is a 2024 phone! I definitely would not have thought phones that new are being bricked… dayum… sorry for your loss : /

    • +1

Friggen hell, 2024 and bricked, WTF?
      What state are you in?

    • +2

This is certainly not working as it was supposed to.
Most telcos have now revised the wording in their email and now mention:

      Buy a new phone from:

      • Australia based retailer
      • direct from a manufacturer
      • from a major tech retailer

Fore Sure JB qualifies among the above and if it is still selling incompatible phones, then the whole advice itself is messed up.

      • In reality:
Buy phone from us or else

    • Maybe try Vodafone network?

  • Does anyone have Nokia 8210 4G and can confirm it is not affected by 3G closure nor it is blocked?

    • +2

I think that's the problem: no one can confirm anything at all atm. Phones are being blocked in a piecemeal and staggered way depending on where you live and your network, so it's impossible to confirm anything at this stage, only way is to wait a week or two and see what the result is at that time.

      • +2

I have been fearing this is going to lead to a much much larger impact than we / or the telcos can even gauge.
There'd be so many less-tech-savvy people who dont know their phones are going to abruptly stop working, even though they might have 5G phones.

        • Anyone that is looking like they will be booted should have been getting text messages saying that. If you havent been getting daily text telling you to urgently upgrade you should be fine.

          • @Duff5000: My wife never got a single text or message for her Redmi Note 9 (Coles Mobile) regarding this.

            • +1

@Iggemo: Wow. My daughter has been getting them daily for months. Redmi note 9 pro on amaysim.

              • @Duff5000: Presumably those notices were all of a type 'you may be affected' and then abruptly changed within 3-5days to "we are going to block your device" as the Telcos adjusted to the strict new conditions from late Oct 2024.

  • Does anybody use the SMS 3 to 3498 to check their phone?
I did it for someone the other day . got a reply all good. Just did my Pixel 8a it was fine of course.

It is a crime to try to make a fully functional 4g/5g phone work on a network in Australia. WOW

  • Will the redmi note 13 4g work. Does anyone have this model. Not sure if it's worth buying any Xiaomis now

    • +1

Well, considering Xiaomi could issue firmware patches for hardware compliant devices, if they dont, damn good reason for everyone to boycott them.

      • For such a big company you would think they could organise something.

If they contacted the authorities and let them know they will release an update with the required settings they could be added to the white list.

      • +1

No such a thing is required, as most phones are perfectly compliant but being blocked by the Telcos regardless. For the record, my Xiaomi redmi note 5 is still working at the moment (on Coles/Optus).
