Proactive Action - Xiaomi (& Other Chinese Brands / Import) Phone Owners Affected by 3G Shutdown (Now Due to Be Network Blocked)

UPDATE 1/11/24 - Response from grey import seller after I contacted them regarding a Redmi Note 12 that is no longer working. (Of course I know it is not their fault, but this is a good way to get more pressure on Xiaomi to do an update, and to put pressure on the government to whitelist"
"We have investigate the issue comprehensively and follow up instantly with distributor and ask them to push Xiaomi to resolve the issue. After our best endeavor, as of 31 OCT, Xiaomi confirm that their device is actually capable of emergency calls over 4G or 5G. This is an compatible device. However, the disconnection results from new ACMA regulations effective October 28, 2024, requiring carriers to restrict devices that can’t support 000 emergency calls over 4G or 5G from accessing their networks. It is out of our control. It is a government, manufacturer and network provider level. They recklessly blocking usable phone regardless of compatibility. They block for most phones that not purchase from them or from their partners and force you to buy a new one from them.
Meanwhile, we are pushing our distributor to communicate with manufacturer for updating the list and there are news that a firmware update will soon launch from Xiaomi."

UPDATE 30/10/24 - Please also email
[email protected] as we now have some traction

  • After multiple emails I finally got a NON-standard response! Hope is on the horizon! If this ends up working, you all can shout me a beer (or preferably a non-alcoholic and refreshing beverage)!

"Hello, Greetings from Xiaomi Customer Support! This is Eric.
Thank you for your feedback. We have noticed this situation, and concerned team are working on it. Please wait for the system update.
We would like to know if your device is only unable to use the emergency call function normally, but is able to use other functions normally, or if it has no signal/service at all. Once we have your feedback, we will get back to you with proper handling.
Best Regards
Xiaomi Global Email Service"

SUMMARY

  • Certain 4G and 5G phones currently working on VoLTE may be actively blocked through a government directive after 28th October
  • These are usually grey import phones that revert to 3G for 000 emergency calls
  • There are a lot of people ignoring the annoying text and voice messages on their phones, thinking "My phone IS 4G/5G, I am not affected"
  • Come October 28, there is going to be a tsunami of shock and anger

Oct 24 last minute legislation to block 4G and 5G phones that revert to 3G for 000 calls
https://www.legislation.gov.au/F2024L01353/asmade/downloads

Banana3's Summary (READ THIS FIRST to understand what the issue actually IS, instead of spouting "3G shutdown has been announced for years…")
"Again, the issue is not whether 3G should be shut down or not. I think most people in this discussion agree that it needs to be shut down. The issue is that a few years ago the communication was: as long as your phone supports 4g, then you should be fine. Then earlier this year: No, 4g alone is not going to cut it, you need to have a phone that supports VoLTE. Then: Wait, actually, not just any VoLTE, only those that the network allows your phone to use (yes, Vodafone told me that when my perfectly working VoLTE phone stopped working after they shut down 3g). Then on the last minute: Oh wait, actually, not just that, your phone also needs to be able to call 000 on 4g by default. None of these have been properly planned, or thought of, or mitigated. It's all just a big mess. If anyone is confused, it's not their fault."

@Duff5000: Luckily we don't have to rely on your "opinion", but please feel free to go and test all the device models out there that support 4G and let us know the outcome…

            • @RiseAndRuin: You realise you made that assumption first asserting 'most' yeah? I was literally quoting you.

              Take your own advise….

              • -1

@Duff5000: I made no assumptions, I relied on the manufacturers information and the many reviews that are publicly available. Please feel free to share your source of information.

                • -1

@RiseAndRuin: You are literally assuming. You got a list of what devices are fully compatible but banned vs not fully compatible and banned? No? didn't think so.

                  You are blind guessing.

          • +5

@Duff5000: The Determination was about a specific device capability to comply and doesn't actually say most / all etc. The implementation of the block / service ban is being done by entire device cohorts / groups (based on TAC). It is being done by each MNO separately. Because they are taking the most practical fast approach they can to comply.

Having this block service condition involved at all occurred in October. Late October. This year. Days ago. How that provided any reasonable chance for end users or even the MNO Telcos to handle the process in a clean, consistent, hopefully coordinated or well considered approach is just non existent. Thanks, Minister and to a lesser extent ACMA.

            • @xwx: I was replying to the user above saying "most of these phones are fully compliant". I don't believe that's the case.

I agree with you though has been a bit of a shitshow. The late change should have pushed out the changes to the end of the year or so.

              • +3

@Duff5000: Yah, my apologies! I do agree with you on that as a function of the non-standard nature of our 3 LTE networks and the variability across and within devices, device AU/OS firmware, and then the mbn profiles / config. Also how strictly and structured these late conditions are, and definitely on the timeline and what an unnecessary immediate sh-sho this has become.

There will be countless absurd situations as a function of the mbn profiles within phones, mine alone: service denial on Telstra network, which i use because I travel regionally a lot. OK to continue on Optus & Voda (because device loads a different mbn config for the LTE calls on those networks). But now I can't do any normal phone msg data stuff outside the Optus / Voda footprint… and the best worst bit: if I need to make a 000 call via Telstra, although the phone can do it by camping onto the Telstra 4G LTE, I don't know whether the service denial block will prevent / permit it. If it does permit it, then why was I blocked originally (because of the default mbn loaded for Telstra on AU rom for this phone routes E000 calls via 3G carrier switch fallback, and Telstra can't tell that config in my phone from the TAC in the IMEI so they have to just presume it will fail).

    • +1

On paper it should be supported but I wouldn't be surprised if it gets blocked.

Mi 11 Lite just stopped working today at 29 Oct 24 at 6 pm..

Are all ne Xiaomi models died as well??

    • +1

What network and which state are you in.
Redmi 7 and Redmi 9 Note pro here and blocked in Vic on Testra(Boost sims) but both still have service with Amaysim(Optus) for the time being, expecting both to be blocked in the days to come.

      • +1

NSW Sydney, Catch connect (Optus) , Mi 11 Lite..
Had network and able to call..
Stepped out of the house at 6 Pm..
I can see network is there but internet didn't work..
So, pushed it to Airplane mode and it couldn't find a network from there
        @HopSkipJumpFallSplat

      • +1

I have a Redmi 9 Note Pro too, Catch Connect (Optus) in Vic and still working. I wish they all had turned 3G off at the same time instead of having this uncertainty. All the chaos would have been entertaining as well…

        • Similar to https://www.ozbargain.com.au/comment/15855685/redir , I reinstalled the sim back into my Redmi after it was installed in another phone for a few hours and it connected to Catch again. Made a phone called and it hasn't been blocked again (yet).

    • Xiaomi Lite 11 5G NE still working, Optus-based network VIC. Either it will stop working soon, or maybe it qualifies separately (GSMarena didn't list it with CN bands)?

Telstra check says it will work, also previously I was on Telstra wholesale network and I got an email towards the end saying I would no longer be affected.

Also could just be because I swapped networks recently, my 3G text check doesn't register as a phone.

      • you are so lucky.
i'm using Xiaomi Lite 11 5G (Global version). in NSW tried amaysim, catch mobile and telstra. All are not working any more.

        • +1

I'm in Victoria, it might be that the network changed hasn't affected me yet, I don't feel I'm in the clear until next week!

  • Guys I popped in Vodafone sim on my Redmi note 10 pro that was previously being used on my Samsung Galaxy A12.

I sent a text msg to 3G to 3498 and this is the response i received on my Redmi Note 10 pro

"Thanks for using our 3G device checker. Our records as at 04 Oct 2024 indicate the device in use for your service was Galaxy A12. Good news. Your mobile phone is compatible with our 4G/5G network. Please remember to keep your device software updated."

P.S. My Redmi note 10 pro was blocked by Telstra (More Sim) on 28th October. Using Vodafone sim since, and works fine (dont know how long its going to last though)

    • +3

Yes, unfortunately the result returned is based on an outdated static device poll, it is not real time and does not mean that your redmi note 10 will survive on Voda. So although your redmi note 10 could send the sms and get favourable looking result, that check is based on the IMEI & sim profile from 04 Oct for the A12. If your redmi note 10 pro got blocked by Telstra it will most likely be imminently blocked across the other networks as they implement their waves of device bans.

Xiaomi 14Ultra CN version stopped working this afternoon. Coles mobile. Vic

    • Oh dear, new models were supposed to be fine, does Telstra/mvno Sim work?
      What does this say? https://www.telstrawholesale.com.au/3G-Network-Closure-Block…

      • It works! I tried a woolworths sim (Telstra) and it works on my phone

    • +2

I'd also like to add that Xiaomi 14 Global also stopped working in the afternoon (29/10/24). Coles Mobile, VIC.

      • If this phone doesn't work, I can't see most Xiaomis working. What did it say for the IMEI in the Telstra check above?

I think the CN versions will fail, I had hope for the global ones.

        • CN version passed the Telstra check above as well and Telstra sim works

          • +1

@HanaLF: That's interesting, that's the first time I've heard Telstra work but not Optus. Did you just swap to a Telstra Sim recently?

I swapped away from ALDI to Coles as I thought Optus might be safer, but my phone apparently passes the Telstra check

        • Fingers crossed, my Redmi note 5 is still doing fine on Coles/Optus, and as of today I don't even have to listen to the recorded threat anymore before making a call.

          • @RiseAndRuin: This phone is pretty old right? Surprising it's still going.

It wouldn't pass the Telstra check right?

            • @KaitoKid1412: It fails the Telstra IMEI check, but I had emailed Coles a long time ago to complain, and sent them screenshots of my phones calling 000 many times for the past 1.5 years, all on 4G/volte, as I set 4G as the preferred network type years ago.
As far as I'm concerned, I made my service provider well aware that my phone satisfies all the requirements, but I also ordered a Poco X6 Pro 5G from Aliexpress. If they want to block my old phone, against all evidence, I'll make a complaint to ACCC. If they don't, I'll seek compensation for the new phone I was force to unnecessarily buy.

        • Passes Telstra test above, but don't have a Telstra SIM on hand to check.

        • Oddly enough, my old Poco F5 Pro works on the same Coles Mobile SIM…

      • You got CN released global rom or global release global rom ? AliExpress sell both while in australia retailer sells global release with global rom which they guarantee still works.

        • eBay, international. Model 23127PN0CG, corresponds with Global version, global ROM.

      • There goes my plan of buying a new Xiaomi from Ali…

So we are forced to spend hundreds more and buy it from JB or something?

        • -1

Global release global rom from Ali should be fine. Waiting for above person to verify if it is a global release or just CN version with global rom.

          • @snirodha: Is it easy to tell on the product page on Ali which is which? I have bought several Redmis before, all global version, i couldnt tell if it was just a ROM or not tho ?

          • @snirodha: Global versions aren't fine

            • +1

@adrian2093: Saw on fb someone bought from jb redmi note 13 5g and works fine. I won't buy anything until the first settle. It is a mess.

        • +1

FWIW I ordered a Poco X6 Pro 5G from Aliexpress last week, after confirming with the seller that it can be used in Aus after the 3g shutdown. Most if not all sellers are aware of the shutdown by now, and some have added notes on their ads about it, so if it doesn't work you shouldn't have any issue getting a full refund.

  • I guess Optus blocked my LG V60 (T-mob) as well, was working yesterday. But its funny that Voda internet it is still working on it.

  • +4

It's been 2 days that I've had to deal with this now and I still can't believe that my old S7 from 2016 is allowed on the Telstra network, but my 2019 OnePlus 7 Pro has been blocked.

Wasn't planning on buying a new phone anytime soon but apparently I have to now LOL.

First time ever being forced to buy a new phone, what an odd situation to be in…

    • Telstra has sold S7 before. Thats probably why.

    • +1

      My S6 isn't blocked. Fascinating

      Edit: A5 2017 isn't blocked either

    • Wasn't planning on buying a new phone anytime soon but apparently I have to now LOL.

Why not stick to the S7!

      • Screen too small, battery is old, camera isn't up to scratch (I'm a photographer/videographer), and the phone is just very slow to use. It's driving me crazy to even use it as a secondary phone…

Through my work I can get the S25 range for 50% off when it launches in Feb. I'm going to attempt to hold on till then and purchase… Not sure if I can last 3 months though :)

      • +1

S7 is kinda crap compared to a OnePlus 7 Pro…

        • +1

Yup, I love my 7 Pro. I have multiple friends with iPhone 16 Pros, S24 Ultras and Pixel 9s, and my phone is incredibly similar in all departments (camera, screen and performance). It's truly incredible for a 5-year-old phone… Feel like I'm being stripped of a family member by having to stop using it :(

  • +1

Surprising: Today, 30-Oct-2024, I am not getting the pre-recorded messages when I initiate a call. Also, I am not getting the warning Text message when I conclude the call. Just hoping that they have realised and are not acting on phones with 4G VoLTE capability.

    • Were they giving you those in the past few days? Mines stopped on Sunday

      • I was getting the warnings until Tues, 29-Oct.
        Stopped today, 30-Oct.

        • +1

My warnings also stopped on Telstra … and so did all my voice message & data 🤦

    • +1

Yah it is likely a moving / evolving situation. My device has been blocked on Telstra (tried 2 MVNO and no go) but it was also an IMEI well known on that network (my long running sim) but is working on Optus (via Amaysim). It did not register on optus initially (5+ mins) and then I cycled the sim through a functioning phone and back into my usual phone. Now my usual phone is working on Optus but, I don't expect it to do so permanently or even for long (despite it being fully compliant and properly connected to 4G LTE) as the Optus shutdown is running a bit slower / longer than Telstra.

      • Yeah they're doing it in waves it looks like so don't celebrate too soon. eg coles mobile on optus started on the 28th but only just got blocked today at noon.

        • Yep, I'm not celebrating… just trying to navigate the unnecessary train-wreck despite having made suitable preparations and plans for what was communicated over the preceding years. Then more changes in recent months. Then more changes in recent weeks. Then got hit with the final last-minute stuff on 24 October this year, which turned all the prep & plans to custard. They are obliged to provide a period of notice and messages, so that should* keep me going for a little bit on the optus network (or they may conclude the device is fine and leave it alone). * noting anything possible as the fun continues.

          • @xwx: No idea why they didn't simply bake into the legislation that the telcos aren't legally liable for any unconnected 000 emergency calls after months of voice and text warnings before the shut down, and then simply allow them to leave supposedly unsupported IMEIs still unblocked afterwards anyway.

            • +2

@vawiyoci: [Credit & citation broadly to James and the other folks that tried to highlight this stuff]
Lots of good reasons. Part of the MNO license conditions to carry emergency calls regardless of whether the initiating device is their customer or not (and regardless whether it has a sim or not). Also obligations on device manufacturer for devices to be authorised for sale in Aus (but those imported by humble end-users may not comply to that, hence the risk from them). How that was achieved for a long time with many devices involved a mechanism at the carrier-level (Telco) so a 4G or 5G device would fallback onto the 3G (or 2G) network (and that approach may have been specifically baked into the phone).

The Optus network failure occurred whilst 3G was still active, but among other problems saw issues with some devices being unable to connect a 000 call, which brought stronger focus on the issue of MNOs ensuring they met their ECS obligations (and the cause partly / mostly also being imported 'exotic non-AU' devices). Which then also brought light on the 'future' upcoming problem in context of 3G shutdown, caused by LTE (non)standardization at (industry) and MNO Telco level, device hardware and software level, and the likely impact of that causing people to be unable to get a 000 call out when needed (when the lack of 3G carrier fallback could leave an apparently otherwise functional 4G/5G device possibly unable to make a 000 call: eg device is roaming outside their home network footprint, or their home network, like optus, just shirts the bed = eg if the Optus network fail happened after 3G shutdown, there would have been maaaany more phones unable to 000 due the absence of a 3G fallback or properly functioning LTE camp/roam).

  • +2

When is Google having Pixel sale around this time of the year lol … I also noticed that Pixel 8 is out of stock at Google store. Wonder if they will still get more stock.

    • +1

The JB Hi-fi sale on Pixel 9 Pro is probably best you will find right now. $1700 off a P9P model and so you can get 128GB for as low $0 but you need to be approved and signup to $99/mth plan. You can then cancel for ~$800 ETC Early Termination Charge, and plea Telstra for waiving the first month $99 and maybe seek something for the ETC if you are an existing customer that had a working phone that they have now just completely blocked.

  • If I buy an Optus phone from Amaysim, they are locked to Optus but Amaysim says they can help unlock. Does anyone know if I can request the unlock right after I receive the phone?

iPhone, Samsung and Pixel models are unlocked and can be used with any networks.
However, please note that phones from the following brands are initially locked to the Optus network:
    * Oppo
    * Optus X
If you ever need to unlock your phone after purchase, we're here to help.

    • You probably already know but just to be clear - you don't need to unlock them to work on amaysim. Only if you move to a Vodafone or Telstra based service.

      • Correct … my main SIM is with Boost.

  • Merged from Rally for Support - 3G shutdown (We need to get our voice heard)

I am aware that there are a few forum posts going around this issue but this is primarily to rally support in huge numbers to get our voice heard loud and clear to the government. And hence can I please humbly requests all of my fellow OZB's to bombard the respected Minister of Communications - Michelle Rowland MP via all means possible. I personally think bombarding her social media pages (Facebook and X) would be the best way to get our concerns noticed since it is in public view but also feel free to email and call the minister and let your concerns be heard loud and clear. We cannot let the government scoot free from this mess they have created which evidently only benefits their telecom friends and not the end consumers.

If you want to get your blood boiled super hot enough to start with the bombardment mission then please read the below article where James Parker has done a tremendous job of detailing the gigantic mess that the 3G shutdown is:

OMFG… dupe? This has been done to death already… There are already at least two other posts stating the same thing… This didnt need a whole new post.

The government are going to do FA about it because this is what lobbying by vested interests gets you (that and the fact 3G is past its used by date…). This is more about locking "overseas" phones out of the network than it is about "000" call safety.

Mr Rowland MP couldnt give two tosses what Jerry from Bumfuch, NSW thinks about the 3G shut down when guys like Gerry Harvey are pouring money down his throat to ban certain phones because the GST on $1 plastic dog turds didnt stop the tsunami of people buying shit from China.

      • +1

Rowland MP will give two and more tosses if she sees all her social media pages bombarded with thousand's of people voicing their concerns. She cannot close her eyes and stay mum when pressure is being exerted right on her face every single minute. That's how you protest against the wrong doings of the government but for that you need a spine and an ability to revolt when the time demands.

        • need a spine and an ability to revolt

Hon Michelle Rowland MP probably identifies as a her, unless I missed the SMS, because of the 3G shutdown on several phones in my household.

    • -4

And who said shutting down 3G is the government's problem? How can something that is 23 years old continue? It's like keeping Windows 2000 running today.

We have to move with the times.

      • +9

Did you even read the referred medium article mate? the problem is not with 3G being shut down the problem is perfectly capable 4G and 5G overseas phones and even phones sold in Australia locally being deliberately blocked out due to the messed up implementation of the shut down.

    • +1

Any deals on Tin Foil OP?

    • -2

Yep sorry I will send the minister a message
Congratulations for shutting down that OLD network.

    • -3

Why bombard them when they're doing a completely normal and logical thing? The quicker they shut down 3G the quicker network services will improve for the majority of people who have modern phones

    • Why wasn't there this much coverage/outrage when 2G shut down?

      • +1

GPRS didn't let them on the internet proper to complain with like minded folks.

        • +2

That's why they have waited until the 11th hour - their pages have just loaded on 3G.

      im fine without 3g

    • -8

Give it a rest will ya
3G is twenty years old and past its use by date. Look what happened to 2G did you cry then?
Did you give a flap when horses were replaced with cars? I bet you don't have a horse.
      Its 2024 not 2000
These sooks are getting out of hand

      • +12

The problem is 5g devices being banned with the shutdown, including people who recently purchased devices from the like of JB. Brand new cars are being banned because providers think they are horses.

        • Brand new cars are being banned because providers think they are horses.

          Hehe,…good analogy.

  • +4

I was starting to believe I would avoid the ban but my oneplus 8T just got banned from Telstra in WA

    • Bummer, I think I saw your phone passed the Telstra check too right?

      • Yes, but that being said I put my sim card in a compatible phone then put it back in the oneplus and it still has network for now

        • Hi,

Have you made any phone calls after putting your SIM back to OnePlus? If yes, is it still working ? Thank you.

I did this yesterday ( SA, Boost, Redmi Note 12, blocked since 28/10 morning ) by putting my Sim to Nokia 3 then back to Redmi. It was working, but after making a phone call, it got blocked straight away. I had to rinse and repeat to get Boost back to work on Redmi. So annoying.

          • @littlepcat: I called my message bank 30min ago and it's still working for now

          • @littlepcat: I have something similar happen to my folk's SIM.
His phone is blocked due to being 4G/3G.
However, his SIM does not work in other phones anymore.

I tried my Boost SIM in his phone, and obviously it's blocked,
but then my SIM did not work in other working phones for some time as well,
until I would put it in another phone yet again, then bring it back…and some time would pass, before my SIM worked again.

Also, when I talked to Boost support online, they could see SIMs were "attached" to the phone's hardware, … so this tells me, that the phone network probably 'remembers' the SIM profile against the hardware of the phone last used, etc. etc.

        • sim card in a compatible phone then put it back in the oneplus and it still has network for now

Surprised more people aren't making a bigger deal out of this lol. I attempted this last night as well but the blocked phone still had no service after putting the SIM back in.
How long did you have your SIM in the working phone before you put it back into the oneplus?

          • @vawiyoci: Probably only a couple of minutes in the new phone.

It's actually really weird because it kept working and then this morning I lost all network connections to both sim cards again (I have a telstra and a card from abroad), around the same time as yesterday. Just to try I put my phone in airplane mode, then back to normal and I got the connection back.
            Not sure what is happening.

            • @LePhasme: Hmmm guess the difference might be you're Telstra and I'm Optus. I have zero technical knowledge about this so it might just be the way they're registering your IMEI once you connect back to the network after switching phones and whether it gets refreshed or not?

Same… I bought a phone from a Telstra reseller that they are still selling and it got banned… I 100% believed I was safe from the ban.

    Update:

My redmi note 10 plus stopped working with the woolies sim (telstra) i had a few days ago. getting no signal at all.

I swapped it out with an amaysim sim (optus), put it on a 30 day 5g plan and it works. makes calls. How strange.

A family member of mine has been getting messages from Amaysim for weeks now saying her Redmi Note 10 won't work so you'll probably get them soon.

I do have the redmi note 10 pro. dont know if theres a difference there. but yeah, i'll see if i start getting those. hopefully amaysim at least hooks me up with the voucher. so annoying. its a perfectly good phone.

Maybe maybe. It depends on the MBN profile loaded by the phone to match the operating network. There is not a single collated white / block list, and the LTE modem configs loaded per device, per AU or OS ROM on the same device, can vary between Telstra and then generally same Global Open for the Optus & Voda network. So likely to have situations where Telstra blocks a device and Optus & Voda determine it remains ok.

Then, even more absurdly, that same device which might remain ok on Optus or Voda, when roaming outside their usual network footprint it may or may not be able to successfully place a 000 call on LTE via Telstra (depending on whether Telstra network is set to even refuse service even for a 000 SOS call from an otherwise actually functional device).

        • It also seems that devices that should work on optus and aren't blocked by telstra (eg. Xiaomi 14 Ultra) are being blocked by optus for some reason, presumably a more incomplete whitelist.

@zachhambo: That's likely due to how s specific device handles placement of 000 calls, as a function (besides the hardware) of which ROM and which MBN packages are loaded to handle and execute the LTE calls. James and Hugh covered this extensively, trying hard to get ACMA and Minister to understand the variability within the AU 4G LTE landscape at the Telco operator level, and then across device hardware and software.
