It is, but not on top of the current discount, doesn't stack.
Not stacking with existing discounts for me on CK store. E.g. Items that show as 30% off at checkout, only get reduced by a total of 50% of original price, not 30% then additional 50%.
Doesnt apply to the items where discount is applied at checkout. Its 50% off the listed price but the sale section has the "already reduced" items.

Tried on VH. Any items that says extra x% off at checkout or 4 for $120 shirts will become full price once the code is applied. I was looking at 4 shirts and a chino, was $30 cheaper without the code.

It doesn’t “stack” with the other “30% across outwear" type duscounts. But if an item is already marked down (look out for the big red % discount sign PER item), then the total of your cart does go down by 50%. It just isn't individually displayed per item.
