Steps to copy your existing playlist to a new account -
1) Make them public on your old account.
2) Sign into your new account.
3) Search for you old username.
4) When you find you old account and public playlist(s) copy all the songs into a new playlist(s).

That's what I've done. I usually cancel the same day in case I forget.
You should be able to cancel immediately and retain the benefits for 60 days.

When going overseas with Spotify Premium, can you get all the region locked songs and keep them available?
Generally it will stick to the country you made the account in. When you could hack premium, I made a Japanese account and continued to use an Aussie IP and it was still on the Japanese region. I remember reading somewhere that it will switch after a while, but I'm not too sure how that works. It's not like Netflix which will just change regions wherever you are :(
I think there is no way to create new account without giving details for a new credit/debit card which is not there in any other account
You could use a prepaid visa card.
I have tried using the prepaid visa cards, more than one, they didn't accept it, not sure why
