Practically anyone that needs a laptop PC for general use rather than high end gaming. Swap out the mechanical drive for SSD and all good.

Minutes to start up.
Minute to open word.
Then another 30 sec to open the doc
Lagging to open a few tabs in browser.
Open a video file. Ages to start.
Ive got no hair left from pulling it out
I then went for a i5 8gb ssd model.
And have never looked back
Tldr: ssd, 8gb and i5 and above and you won't regret it
Spend the extra. Or even go refurb
It's a horrible machine, 2.5ghz, great but only 6watts… plus slow RAM and slow HDD.
Spend more and get something in the i range (i3,i5,i7) and get yourself a usable laptop.
If money is tight, then buy second hand on Gumtree.

I installed Linux Mint on one of these for my Mum, runs perfectly.
Throw an SSD and some RAM at this and you’re laughing.
For bonus points, if it still feels slow, install Linux. Chromebooks do fine with less.
If this is for friends and family of Dell employees, then Dell really wants you to be alone.

If most of the slow operation is starting up and opening apps it is most likely just a slow HDD.
That $399 one might be alright if you have a Dell discount code (pops up on classifieds or after purchase).

Obviously you are getting what you pay for. Cheap plasticky build quality, average specs and a terrible screen. If you can afford more, you definitely get better value.
It's 2018, go refurb and get an i5

who is the user for these low-end laptop, i doubt they open more than five internet websites at a reasonable speed.
