I can never actually see them indicate a cut off date for the item to sell by to qualify for the $0 final value fees.
So theoretically if the item sells in the middle of December in a 30 day listing/good 'til cancelled listing I won't pay any fees?
I think you're right. T&Cs state just that. As long as it is listed within the promotion period, and in one category only - even good till cancelled.

It said list and sell. I will relist it within the promotion period just to be safe.
Pay no Insertion Fees or Final Value Fees for any items you list and make available for purchase in a single category during the Promotion Period (see exclusions below).
The 'make available for purchase' part basically just means that if you list something and schedule it to start after the promotion period it won't be eligible.
It says nothing about having to 'sell' and the following part further goes to show that an item doesn't have to sell during the promotion period.
Good ‘Til Cancelled listings created during the Promotion Period will be eligible for the promotion only until the listing automatically re-lists.
