(afaik) when you activate one of these sims, choose the option to port your existing number (if doing it online) or tell the service person you want to port your current number over. Normally i think this is free and is done by the company you are switching to, but i am not familiar with TPG mobile, so not sure of that fee you are talking about (hopefully you don't need to pay it and boost sort it for you)
once you have successfully ported your number to boost and are on the plan cycle, all is good.
now when your month is finished, and you want to use another boost starter pack, you will need to activate a new carriers sim, like the optus ones you have, and do the same process in porting your existing number to that new carrier network (in this case, tell optus you want to port your old boost number over)
once this is completed and tested (by calling the number with another phone) and if it successfully works and is changed to the optus network (optus logo on the top left of your phone screen) then you can activate one of the new boost packs, and repeat the process from the start of porting over your current optus number to the new boost plan etc.etc.
hope i was clear enough and if that's what you were asking. again this is just how i believe it will work, im also a novice in prepaid plan sim hopping, but will be trialling it with the help of these boost packs :)
