YES - if you want more than the standard 5V 2A = 10W of grunt.
The amount of power (Watts = Volts times Amps) that each pack can output varies. This is defined by the output Boost Converter circuit inside them. The USb standard is 5 Volts. The higher spec battery packs can output higher than 5 Volts either using Qualcomm Quick Charge or maybe USB Type C + USB PD 2.0.
The 10,000 mAh unit in this deal outputs 2.1 Amps at nominal 5.1V.
The speed that it charges any phone is dictated by the voltages that it presents to the iPhone via the USB data pins. The phone will just take what it can take… you cannot "push" the power into it any faster.
Many suppliers are coming up with so-called "Smart Charging" chips that try all sorts of combinations of voltages etc and see how the phone reacts. I am not convinced any of those really work very well.
The bottom line is that a Sony Xperia Z3 apparently has a Qualcomm QC 2.0 chip inside it… so you would want to use a Qualcomm Quick Charge certified chipset in the charger to minimise your charging times.
