This promotion showed up in online banking. I'm not sure if it's available to all existing customers. I have made a successful balance transfer over the phone by quoting the promo code.
Things you should know:

The promotional balance transfer rate is available when you request to transfer balance(s) from up to two non-Westpac Australian issued credit, change or store cards. Westpac Group employees are not eligible for this offer. You must quote or enter the promotional code when you request each balance transfer rate to apply. The promotional balance transfer rate may not be available in conjunction with any other promotion. The promotional balance transfer rate will apply to any balance(s) transferred for the promotional balance transfer period, unless the amount is paid offer earlier. The variable cash advance rate will apply to balance(s) transferred but left unpaid after the end of the promotional balance transfer period. Balance transfer amount(s) must be a minimum of $200. On the date of the balance transfer is debited to your Westpac card account, if your requested transfer amount will exceed 95% of your available credit limit, we will transfer only the amount that will cause your balance to equal 95% of that credit limit. Westpac will not be responsible for any delays that may occur in processing payment to your other card account(S) and will not close your other card account(s). The variable cash advance rate applies to balance transfers requested at any other time. Westpac can refuse any application for a balance transfer. Please note that you will not get the benefit of any interest-free days on purchases unless you pay the closing balance in full (including any balance transfer or any other promotional amount) by the statement due date each month.
