It's a neg from me for the shipping cost, and for the fact you have to go all the way through the checkout process to see what the shipping cost is.

Refurb, or more like wipe over with a damp cloth. An Inlaw works at one of these "refurb" type shops and she says all the do is wipe them over with isopropyl wipes, use a toothbrush in the nooks and crannies and remove any screen protectors and fit a new one. Apple refurb, yes. Random place on the Internet, no thanks…
I would say most likely trashed 5 years old kid ipad with broken screen and fitted with new non-original screen.
