Locked to Optus is not equal to selling it at Optus. Normal RRP at Optus, if there is always to same then it is not a bargain.
Title updated. Can you show that $199 is indeed RRP at Optus? This deal may not suit everyone (especially with the $80 unlock fee). But if you are already on the Optus network and are looking a decent selfie phone, then you can save close to $90 (comparing it to Mobileciti's prices)

If it was between the two I would get the S4, the 600 and 615 SoC's are about the same, better support and service from a major company like Samsung
Also 1080p screen, MicroSD, removable battery on the S4
