Orders must be over $250 to qualify for free delivery, unless otherwise stated. Your delivery address needs to be within Australia, goods ordered must be available in-stock, payment must be received and valid delivery details must be provided.
It might be for some rural OzBargainers thinking of ordering a TV… that'd be a $60 saving.

Sorry, TV delivery is not free.
Problem with Dick Smith shipping is that they ship with Startrack express. There are no shipping updates, no tracking numbers, and no calls beforehand to tell you they are coming. Pretty hard to organise correct delivery time without having someone sitting home all day waiting for it.
Deliver it to a work address?
It depends on what you're delivering. If you're trying to save yourself the hassle by getting a 55-70" TV delivered, how are you going to get it home from work?
When I had a laptop delivered from DS last week. Star Trak lied about attempting delivery and just left it at the post office. Sigh.
That's the usual practice I experienced too.
Went to buy a skylanders figure and the postage is $4.95 ?
Skylander figure worked with free postage for me. Ignitor = $4.49. Good 'ol dick!

I have a feeling that it is free delivery for everything during the 4 day promotion,
including goods under $250.
The $250 minimum may apply to other free delivery offers.
Surely they would of listed the $250 minimum under the main banner with the other T&Cs.
And I am getting free delivery on small items, when I check their delivery estimate.
I could be wrong though.
