don't think this is a bargain
Hi Skinny, it all depends on what type of credit card you're after.
If you want a rewards card that lets you earn Qantas Frequent Flyer points, then this is a good deal. The exclusive 2.9% balance transfer offer is a particularly good deal for those people who are having to find a new rewards credit card after Qantas recently made some cards ineligible for its Frequent Flyer partners program.
As you point out, rewards credit cards generally have higher interest rates and fees, so if you're after a low rate credit card without the fancy extras then this is not the best option for you. Low frills cards like the BankWest Lite and St George Vertigo are a better bet.

I clicked on the weblink you had provided and a table of CC charges and interest rates are published. Interestingly ANZ card comes up as the worst:
