.Com.Au domains require an ABN or ACN number (which is the eligibility number). You could register a sole trader abn.
Otherwise it's much easier to register a .com as there's no requirement

IMO, If your not making an income (profit or loss) or registered for GST I'd say none.
It's better not to go that path.(you cannot legally apply for an ABN unless you have a real business) .com is cheaper and easier!!
If you set up the MX for your domain to point to your mail provider, e.g. gmail and you use that your domain in your business email, you can claim it as a use for the domain registration.
2 years use of either an .ASN.AU or .ORG.AU domain is AU$ 9.35, but you'd likely need to show 'em proof that there's a non-for-profit organisation behind your application.
For eMail, you can run a server for your group (even on a Windows box, but Linux would be a better choice) using:
XAMPP - free from http://ApacheFriends.org [in Germany]
There are a few other pre-configured, Linux-based xAMPP systems that do similar things (including an eMail server).
It also says "Get a new .com.au domain name" so does it apply for renewals?
