It might be the cheapest wireless laser printer I have seen. It is very small and light.

I've got the 2160 (same model, without wireless). Nice, cheap and quick for uni printing. OEM cartridges from MSY help keep costs down.

Is that a flat bed scanner on top or does it just look like it?
It's not a scanner, it's to hold the prints. Whilst it's down, the prints just come outward. The paper tray is down the bottom and folds out.

Can it print double sided?
There is an option for manual double-printing. Meaning once you print out one side, pop the page back in and it'll do the other. But to answer the question as the feature you would like. No.
From pressing the print button to getting the page printed is less than 5 seconds.
I have the 1865-w. Amazing little machine, the first toner I received with the machine lasted 1,000+ mono prints. Very fast, although I have never used the wireless.
