From what I know the PHO is 2400 for this drive - hence it's classified as "Desktop" in Synology site. Even though supported, I think you are not supposed to use this drive more than 8 hours a day, 5 days or it will fail faster.
While WD Reds PHO is 8670 which is 24/7 NAS class.
Also, from what I know the warranty for this drive is 2 years while WD Red is 3 years.
What does PHO stand for again? I keep reading it as noodles!

Easy! WD Red, They are designed for NAS 24/7 use where-as these Seagates are not. They'll be a lucky dip, may be just fine, may not. You have to ask yourself, how important is your data. Personally, I wouldn't use 7200RPM in a NAS at all, not necessary.

not sure if $10 worth the risk of international warranty + shipping…..
