I got sidetracked after posting, before I could install it. After installation I got an error too regarding something requiring elevation.
Programs runs though. I don't have any encrypted PDF on hand to test.

only time I've ever had the need is to unlock a PDF so I can pull logo art out for use in other forms eg website from some ancient proof file … I wonder what locked files others are unlocking .. and need to do so frequently enough they need a desktop program installed and also in doing so don't want anyone else to possibly see the document… seems dodgy to me.
So- you can't think of a legitimate reason, so lets roll out the accusations and imply everybody is a pirate who would want this.
If somebody wants a form etc returned by email, sometimes you can't edit it, so have to print it off, fill out by hand, scan it all in and send it back. With this you can edit the page direct, or if just one page in a 20 page document needs signing, slot the changed page back in the document and send.
Sometimes there are restrictions on printing, and i need to print it. Other times i need access to the raw text (eg sight impaired folk who may wish to squeeze the text through a voice synthesizer or Braille maker thingy). Use your imagination …

The psw was a PITA - 17 characters- which was required every time I opened the file
