From what I've seen generally, PC hasn't really been included for any sort of sales from the last couple of years. Even browsing through the dodgy key sites you can't find anything in terms of a "discounted key". So yeah you're probably right, it's easier to control when it's completely digital rather than distributed.
I can only guess what you are asking exactly, but, if you are asking why PC wouldn't be included, that would be because PC version is digital only, no discs, so doesn't go to retail, if anything maybe in the form of a digital code.

It will be, give it time. First PC version sales start to pop up at around 3 months after release, then ramp up more at around 6.

Apparently it runs fine, and from what I have seen it runs well. You will notice a significant difference in graphics quality between PS4 and the current gen consoles / PC

You're welcome. Just head in store and show them the site on your phone. Or if you want to play it safe, call them first and ask them to match and hold a copy till you get there (that's what i would do), just make sure you remember the name of the person you speak to on the phone..
Also, I know it's hard to call, but what are the odds of this sort of price being done elsewhere during Black Friday sales?

For the PS5 and XSX versions (I.E. ignoring the last gen PS4 version) this close to launch, yeah it's low. If I had to take a gamble, I would say if we see a better price for Black Friday, it might be $64, so not all that much cheaper. This is my best guess having observed prices for this game each year.
And for PS4? I should've mentioned I'm still rocking a PS4.
