I can't speak on the exact item you were looking at, but that mostly sounds like it reflects on the supplier/operator. Pelago are just a reseller, like a man in the middle scenario.
I.e minimum 5 people, would be set by the people running the experience. Frustrating as!!
I am guessing the same goes for the cancellation, the supplier would have cancelled this for whatever reason on their end.
Worked great for me last month but was only booking perhaps 2 months in advance - picked up gardens by the bay + universal tickets at a good cashback rate
Fairly cumbersome. They kept asking for information that i had already given them, even in the same email. I don’t know that they have sufficient technology to handle bookings

Pelago have had a few promotions… I'm visiting Singapore next year and flying Singapore Airlines, so thought I could book some activities. I haven't been able to find anything! Lots of the popular stuff you can only book a month or two out. I found a couple of tours but it was a minimum of 5 people! Finally I booked a food tasting and Pelago canceled it. So far, complete waste of time.
