They are not the best deals.

78.7Mbps typical evening speedInternet for snails ?
Do not recommend at all
It was a nightmare with HarbourISP. 2 minutes disconnection after every 30 seconds. Technical support was useless and then 30 days notice period for disconnection. Had to contact TIO to get rid of them
Let's see, comparison at 25Mbps:
Harbour ISP first year cost = $0 + (6x$49) + (5x$69) = $639
Exetel first year cost = (6x$49.95) + (6x$59.95) = $659.40
So a narrow win by Harbour ISP, only because of the free month. But note that it's a 12-month contract with Harbour ISP, versus no contract with Exetel.
Ongoing years:
Harbour ISP = $828/year
Exetel = $719.40/yearAn easy win to Exetel.
