What if you don't have a website? Could you just make a blank site (using free web hosting) and place the image on it? Would that count?

lol but don't they actually look at the site? If so, wouldn't they realise that someone has just created a blank site for the purpose of getting a free shirt?
You should probably put some content up at least, and make a real site - I doubt trying to scam them for a free shirt will help.
What about putting it up on facebook, or your myspace page?
