The 5950X is the top AM4 CPU so it would out-perform any announced 3d cache versions. I expect that the Ryzen next-gen based on AM5 and DDR5 will out-perform this but those announcements and release are mid to late this year. From a 5950X you will certainly have a 20% or better performance improvement if going from a 3700X.
Just note that your case cooling needs to be good as the 5950X has a TDP of 105W and the 3700X has a TDP of 65W so it will be a hotter chip. Consider a large tower cooler or AIO liquid cooling if you're just running the stock AMD cooler for the 3700X.
Before upgrading the CPU make sure your BIOS is on the latest version so it's just a drop in for your Motherboard.
I feel like that's an over simplified breakdown, the 3d cache version should indeed be faster depending on how many cores the task can run on, AMD itself has said that it should be competitive with the 12900K in gaming.
True, but only the 5800X is getting a 3D-Cache version. It is not likely that the 5900X or 5950X will get 3D-Cache. As they have higher core counts the performance in the 5950X vs 5800X3D should still be better.
Also the 3D-Cache version while announced isn't available for purchase yet. If buying today the 5950X is still their (AMD) fastest chip.
If the OP is waiting for best performance then that should be the next-gen AMD.
@amaslam: Yes, I'm aware, I was referring to the 5800X3D, and AMD thinks it will be faster than the 5950X in games, please don't equate core counts directly to performance, It's confusing for people who may not know any better. It's very workload specific.

To add some help to the cooling, I run a nh-d15 with my 5950x (nt-h2 paste) and temps are sub 70C even under heavy workloads (data processing). I'm on the opion because of the greater thermal mass in a AIO they are much better for peaky temperatures, but once you have sustained workloads the air coolers are much better dollar for degree.
Hard to tell without knowing what you are doing with your PC
If you have no time constraint, best to wait for the new socket. If you want an upgrade now, this is a great price and a great chip.
It also makes a lot of sense when you don't want to spend more money on new a mobo and memory for the upgrade.

Depends on the workload. video games don't see much improvement (if any) once you're past 8 cores, they just need low latency memory, high clock speeds and bigger cache sizes.
Whereas workloads like video transcoding, Blender, Adobe Premiere etc are very dependant on number of cores.
Mainly video games, some Photoshop and vid editing on the side. It's a new build, just waiting for prices to come down a smidge to pick up a 5900x…. If this was a "better deal" I'd get this instead.

If China decides to invade Taiwan on the back of Russia's little holiday into Ukraine, it will make the covid chip shortages seem like nothing. AMD produces every single chip through TSMC these days.
So I expect the price of a 5950x to be somewhere between $600-$50,000 in 6 months time.
It will but the next levels down will get cheaper faster. The 5950X is still their top AM4 processor and there will still be a price premium for the top model.
What is worth looking out for are the pricing drops on the 5800X and 5900X which should go down faster than the 5950X (by %). I personally own a 5900X and I still think it's overkill for what I do. However it just means that I can take my sweet time before an upgrade is needed (that will be when AM5 and DDR5 are more mature and pricing isn't so high 'The new and shiny tax').

You should get a board that supports PCIe 4.0 x16 and most X570 and X570S boards do. You can also look at B550 motherboards as well but check the spec list and look that it specifically says PCIe 4.0 or PCIe Gen 4.
I use ASUS motherboards usually but every manufacturer at the top end of their line will support this chip. To avoid a headache get one with USB Flashback (sometimes called Q-Flash or something similar) so you can update the BIOS without any older version processor/RAM/GPU plugged in.

Specials still going for Water Coolers,..the Artic I'm using on my 5950x the Artic Liquid Freezer II 280mm AIO going for $129 plus postage, ok probably more costly then an air cooler setup but these are quiet and keeps the 3950x cpu very happy idling between 50-60c in temps, maybe lower depending on your fans and case setup, of course if you can fit this water cooler in your case . dare i suggest measure, measure and measure as mine just fit with few case bending mods (fortunatelycant see lolz), there is the 240 also on special cheaper and easier too fit $109

A case mod PC system I was considering once were I was going to put a full atx motherboard in a mid tower case, could get the full size motherboard in it it with few mods, a water cooler, a full sized graphics card, but no room left for a powersupply, thinking out of the box literally I was going to have the powersupply out of the mid tower case, powersupply easily placed under my desk, leads feed through a hole both on desk and mid tower case feeding power to motherboard etc, of course will never be able to move PC of desk (easily) but hey was an idea which I'm still planning to do in the future
