Yep, it's a swear word that means idiot… but obviously said/written in a more offensive way. The level of vulgarity depends on the country, in Puerto Rico, calling someone a pendejo is fighting words.
This is another instance of foreigners using a foreign language word to make it sound exotic. Like english speaking people saying Cojones on primetime TV when that is a very vulgar word in Spanish.
