Seems like a pretty decent deal for anyone eligible. Can't see anything excluding partners, etc, who might be additional card holders at the moment. The steps to take part are:
Simply register for the offer before 30 November 2021 by logging in to your Qantas Frequent Flyer account.
Apply for a Qantas Points earning credit card at qantas.com/cards and be approved by the relevant card partner.
Make an eligible purchase on your new card within 30 days to ensure that the points you’ve earned from your purchase are credited to your Qantas Frequent Flyer account before 28 February 2022.
There a couple of references to 'first-time cardholders' on the page, but the T&Cs make it clear it just means you can't have earned Qantas Points on a Qantas Points earning card in the past 12 months.

Seems like you can’t have earned any points via a credit card before. I wonder what happens if you create a new QFF account and link it with the application.
Then transfer points to your main account after
