if you have to buy/spend on things you won't usually purchase to meet the requirement, the card isn't for you.

Cancel it before you activate. Then you wont be liable for annual fee

I'd assume those that met the requirement using payall prior to the change would be eligible but have to confirm with Citi. I asked when…

You can transfer to your bank account using payall which does count towards your minimum spending requirement.
