The base earn rate is 1.25 points per $ (1 for $1 for government bodies), 1000 points = $5. So that's a 0.625% return (0.5% for government).
With +3 points, that's 4.25 points per $, 2.125% return (2% for government).
This puts it over HSBC's 2% cashback for tap and pay purchases under $100 and there's no cap per purchase, just a global $12k spend limit.
Obviously to achieve 2.125%, you have to spend as you otherwise would normally. Any inflated surcharges specifically for American Express cards, spending more than you normally would or buying stuff you don't need with the earned points will reduce returns.
