It's 20% cashback, not 20% off. It doesn't appear to be targeted, since that's the cashback rate listed on Cashrewards. Nor does it appear to be for new BB customers, although it is odd that a line about what defines a new customer is listed. I imagine it's a leftover from the bestbud coupon that allowed 10% off and free shipping for new customers. Also, it will be stackable with standard free shipping terms on the website; just not any coupon codes.
