Though nowhere near as well specced, it would be more attractive if it could be unlocked a la our old friend the Acer Liquid Metal.

Well. It has been said before and I will say it again. The Nexus S is currently the cheapest decent android phone at the moment. In fact, I would say that it is better than decent.
I have one as a backup phone. the only thing that is stopping me from using it as a main phone is I cannot get decent reception in my room on my telstra sim. :(
The LG Optimus One can be had from Crazy Johns for $89-$99 and can be unlocked free of charge, and in terms of specs, still seems better than the Samsung Galaxy Y:
