I guess what Catch's T&C mean is new Catch member who is also a LatitudePay member.

UPDATE: I figured it out. Latitude isn't an option for me at all when I sign into my Catch account, even though I haven't used Latitude ever.
Because either you have credit on your catch account or you are using gift cards.
