I had this code and $15 off code in my account (first order, new phone number).
Firstly, when tried to place order worth $21 using paypal it failed, it said use another payment method and my $20 promo code was automatically removed.
So I tried to use $15 code with credit card details instead of paypal but I get same issue….this time error was….this card is used for multiple accounts and my $15 code was also removed.
Is this expected?

I am using new mobile phone number and as I mentioned initially I was able to add both 15 and 20 off codes in promotion section but cannot use it :(yes. can't use same payment details multiple times. delete an account and you can reuse payment details in a month.
I have used my CC and Paypal few times in past with such temp mobile numbers to get the UBER first order deal, so likely those details of CC/Paypal are still linked somewhere? If so, how to find those accounts to unlink?

Tried to check out, but they locked the account and voided the coupon (used a diff account previously on this phone).
