for a 1000bucks, u might as well go invest in a proper home theatre system (amplifier + speakers under 1k) then a soundbar
Some people want convenience and a smaller form factor than an amplifier and 8 channels worth of speakers ¯\_(ツ)_/¯
That's why I "upgraded" to a soundbar. It's amazing how much more open my lounge room feels without all those speakers in it.

I have a 5.1.2 home theater. Unless you scrounge around for second hand items there's no way you're building a decent HT for 1k.
I mean it may be possible, but it's probably a rubbish receiver and poor speakers. We have soundbars in our bedrooms and the proper home theater absolutely poops on it obviously. But you gotta pay for it. Hell, a decent receiver approaches 1k.
