Depends how much you get for the 400D,
The biggest differences between the two;
1100 uses a DIGIC 4 as opposed to DIGIC 2
1100 has video capture @ 720p
Higher ISO range on the 1100 @ 6400 (1600 on the 400D)
12.2 Megapixels on the 1100, 10.1 for the 400D
So whilst the 1100D seems to run rings around the 400D, it depends if you need those features as above, but for $400, I'd say it's worth it.
The 400D is a good camera, it was my first camera before upgrading to the 7D, however it is a five year old camera, so if you're willing to sell it and get the 1100D, I'd say it's a decent upgrade.

Called up and asked. was initially told $499 was the best they could do. then 'hold on for a sec' went away and came back. Apparently there's some sort of promotion on that allows them to sell at that price so picked up at $399. they had 20 in stock

Called up Harvey Norman martin place today morning to confirm the price match and the guy said they shall do it. Even asked him to put one aside but he said no need since they had plenty in stock. Went there in the evening and to my surprise was declined the deal and they wouldn't even price match anymore.

Blacktown sales man being a self-proclaimed "dickhead" and not willing to budge on their $496 price which is apparently for their "premium" customers (flexirent customers that get it for free if they spend over $1600 or something :S)
anyways, decided to call the Bella Vista branch and young bloke on phone said they could price match it for $398. we got there with about half an hour to spare and an older bloke approached us. we told him that we came to get the 1100D for $398 after speaking to someone on the phone just then. he said that that was not possible (as the ticket price was like $546 or something). anyways he asked who i spoke to and i said "a young guy". a few minutes later the young guy comes out with the camera. and while he was entering the details.. he goes "$368 right?" and I said "yeah…" without really thinking lol.. so yeah we walked away with it for $368! that's $30 less than the OP :D
