Just saw this in Target's online catalogue. I think the 3DS consoles are still going for $249.

that's what I thought. IIRC this was the price a few weeks after the release of the 3DS, I would have hoped it would be cheaper by now.

You do not recall correctly. The price didn't change until over 2 months after the console came out and its price changed to 250$ not 199$.
ahh fair enough, still going by the falling prices of gaming portables, this price is from almost 3 months ago and is nothing special
No RRP is $250 (everyone sells at 249$).
$199 is the standard sale price now. Its not a special price by any means, Kmart just had the console that price with a little case/kit for it. other places throw in a cheap game and what not.
not a great deal but worth noting.
Nothing too special.
Personally, I'd wait for the white one bundled with Super Mario 3D Land. (Not entirely sure if we're getting that, I know our region EU is though.)
