dell ips monitors are pretty good for photo editors, etc because of the high score on sRGB testing. i agree pricey but if you want good colour accuracy then these are one of the best.
I dont think photo editors are limiting themselves to 1,080p…

4k is often not much more than smoke in the mirror. On a 24" size, 1080 is plenty and lot of people would prefer 2x high quality 24" monitors rather than one larger.

There has been some low-quality 144Hz IPS monitors that aren't any better than the TN panels, you might have seen those.
Yes, you are right, AOC is not as good as DELL, and customer service is not as good as dell
