Not necessarily. There are only minor changes between the generations. e.g. It is not worth my while to upgrade my 2017 Nvidia Shield Pro to the 2019 model as the specs are virtually identical and not worth the cost.
The firmware is frequently upgraded in a timely fashion and I expect at least another 5 years. Prior to this I had an Asus/Google Nexus Android TV (the 'puck') which Google pulled the pin on before it was a year old and Asus couldn't replace under warranty. The Nvidia Shield is a very well supported product and it will be around a long time surpassing any of the cheap 'Yum Cha' so-called Android TV products (Many use Android apps for tablets rather than Android TV apps).
My advice. Don't wait. See a good price for the Pro model and get it now if you need it now. Don't bother wasting time for the 'next model'… it could be a long wait and Nvidia keep their cards close to their chest anyway.

That's not how it works. You pay $399 for the Shield, then if approved, eBay gives you a voucher for $52.25 to spend on eBay.
The $52.25 is not cash, it's an eBay voucher. You can't say it costs you $399-$52.25=$346.75. It costs you $399.
I actually don't mind and finally pulled the trigger.
Just got my voucher approved. For me, though it expires in a month, I have something else in my cart but don't really want to pay to be honest. So cheaper is indeed cheaper. Depending on how you interpret it.

I have the 2017 model with stand. The stand cost me about US$19.99 (A$29.99). It's actually about $2 worth of extruded plastic. If a friend has one, maybe you could clone it with a 3-D printer. The 2019 model has a slightly smaller footprint than the 2017 model so check beforehand.
Only buy it if you want the unit to sit upright (& make the power light more visible). It is aesthetically pleasing. There are NO pads on the base of the Shield if you want it to lay flat so the stand helps on slippery surfaces.
Honestly, the 2019 Shield unit is not intrusive and you won't notice it after a while.
