When?
- Starting 00:00:01 Thursday 26 Junes 2008 (AEDT) and ending 23:59:59 Sunday 29 June 2008 (AEDT) ("Promotional Period").
Who is eligible for this promotion?
- "Qualifying Sellers" for the purpose of this promotion are sellers who are validly registered members of any eBay site with an Australian registered address that they have provided to eBay. Persons whose eBay accounts have been temporarily or indefinitely suspended or made inactive by the Promoter during the Promotion, are not eligible to enter this Promotion. Employees of, eBay or PayPal (and their immediate family members) are not eligible to enter the Promotion.
What listings are eligible for this promotion? - This promotion applies to all auction listings (subject to the exclusions set out below) during the Promotional Period ("Qualifying listings").
- Qualifying Listings must be made on ebay.com.au.
- Qualifying Sellers will receive free insertion fee on each Qualifying Listing that starts at $9.99 or less at the time they create the listing ("the Incentive").
- Qualifying Listings created before the Promotional Period and scheduled to begin during the Promotional Period are included.
- Listings in two or more categories are included.
- Multiple-item listings and Dutch auctions are included.
- Car parts and accessories are included.
What is excluded? - Store Inventory format and Classified Ad listings are excluded.
- Cars, Motorcycles, Boats, Aircraft, Caravans, Trucks, Commercial Vehicles, Trailers, Other Cars, Bikes & Boats, Services & Real Estate category listings are excluded.
- Listings created during the Promotional Period but scheduled to start after the Promotional Period are excluded.
- Listings that contravene eBay's or PayPal's policies are excluded.
- All other eBay fees including listing upgrades, final value fees, format fees, subscription fees, as well as all PayPal fees apply as normal.
- Insertion fees will revert to original price once the Promotional Period has ended.

Miscellaneous - eBay reserves the right to verify eligibility of sellers and listings to receive the Incentive. eBay's decision is final, and no correspondence will be entered into, including in the event of a dispute.
- No responsibility is accepted for failure to provide the Incentive.
- eBay is not responsible for any technical malfunctions or problem on internet congestion, including injury or damage to an entrant's or any other person's computer related to participation in this Promotion and any problems with transmission of entries over the internet.

I got the same thing using Firefox. Try using IE, the page reloads a few seconds after the initial load and then the details come up.
Edit: actually Firefox on it's own will work ok. Adblock Plus is the culprit :-)

Looks like eBay's page has some Javascript magic that pulls that page out and paste into their promotion page.
Finally Feebay is showing some mercy to small time sellers after the introduction of paypal only scheme.

I can't find this promotion anywhere on eBay.
