Photoshop Elements 2020 is now available in the Microsoft Store and at a pretty reasonable price for the next couple of weeks.

  A word of warning - a lot of these store apps (maybe all of them) are in their own sandbox, so won't interact with other apps, so you can't send images to them, etc. Found this out the hard way with Affinity Photo, and can't send images to it from Lightroom.

    i have an earlier version of photoshop elements and no problems, canon software from scanner launches and image appears in elements , same with nikon software from camera.
    i run the 64 bit versions on windows 10.
    might be how you’ve set it up or are trying to use it.

      No, it's how they sandbox things to deliberately stop software interacting for "safety" reasons. Affinity admitted it, but refused to do anything about it (besides "buy another copy direct from us"), so screw them.
