I have one of these for work. They are good travel laptops because of their weight, and quick charging.
However the dual laptop tablet function still has the occasional hiccup
What sort of hiccup? You mean switching modes?
Yeah sometimes it gets a little bit stuck, and the scaling of open programs goes a little unusual.
All fairly minor to be fair, but at times can be annoying.
A little bit more expensive than previous deal
Looks like a good deal, but I can't decide between the 12.5" 1020 or the 13.3" 1030. Thoughts?
Also any thoughts on this vs a Surface Pro 6?
I would vote this simply because the surface keyboard gets very worn and annoying with heavy use. I use mine more as a laptop and only occasionally as a tablet so I think a fixed keyboard would be a benefit in that scenario. If you think you'll use it as a tablet more then go with the surface.
I'd also vote the 1020 for form factor.

From the description, it'd be an 15-7300U ans it looks like it has thunderbolt like the i7 model from the photo, tho that isn't stated.
