Pro is worth it if you have a 4K HDR TV. Otherwise, don't stress.
Is the non pro noticeably shit on a 4k hdr? Eg I can easily tell the difference of quality when I'm not using something like netflix or blueray

The Pro would upscale standard Blu-Rays if you wanted though.
Some games do have a higher performance mode instead of 4K mode making it useful for 1080p, but it doesn't seem that common

No harm in investing in the PS4 ecosystem. PS5 is 18 months away, will be backwards compatible with PS4 games, and is going to cost a lot more than $269.
Or you could just buy the PS4 and enjoy playing games. The time you spend waiting could be used to play games. That's what you pay the money for. It's like saying you're going to skip lunch because you're just going to have dinner anyway.

Get a Nvidia Shield. Or a NAS/cheap PC and install Plex.
If you have a modern TV you can just plug it directly into the TV and watch movies off it.
Chromecast is also an option :)
