Didn't think Freesync was a notable cost unlike G-Sync?
Freesync doesn't cost anything to the manufacturer. However, you do need robust LCD panels and better LCD driver board in order to support freesync and pass the adaptive sync test in order to brand it as Freesync capable, so making a monitor that doesn't support one means you can use the off-cuts and less-than-perfect panels to make the display.
Though I'm sure these panels will still be quite good and are still a cut above what no-name Korean monitor makers use.
Looks like a mad bargain. For my tastes, I use a 240hz without freesync, usually getting around 144 or 180fps for bf 5 and siege, and don't notice any tearing whatsoever at these framerates, and have read that freesync and gsync should be turned off for fast paced shooters anyway.

This is my price range, is this basically the best I'd get? Play fortnite, apex, overwatch and rocket league.
Maybe the best you can hope for aside from upcoming QHD 144hz TN panels with FreeSync? They should offer similar colour gamut with better motion blur handling, but even those will be $500-$100 more expensive than this.
This is supposed to be one of the better VA panels on the market, but the technology has inherent drawbacks with dark smearing, though this might not affect a fixed refresh monitor as much.

Not currently, no. The panels I'm describing are only starting to release now globally due to a few delays in supply from the manufacturer (AUO).
I'd recommend grabbing discounted eBay gift cards (have a look at previous deals from eBay UK and eBay Spain to see how to set yourself up for this), and then getting that kind of monitor about a month or so after release. That will hopefully put you in the $400 range for a QHD 144hz panel with Freesync.
As always, check reviews on these units, and inspect in a shop first if you can to compare Samsung's VA tech (either the JG50 or the CHG70 if you need an approximation) with these new TN offerings. Also keep in mind HDR400 is not a guarantee of the extended colours, but it points towards the monitors you should be focused on to get the most out of these TN panel updates. They'll also have <1 ms grey-to-grey response times.
