This worked for me
1.Go on incognito mode then go on ebay.co.uk
2.Create an account and put in random uk address/phone number
3.Then change primary address to AU one in account settings
4. Purchase the items

That's a bug which is meant to say Aus eBay. That just means you postage address just isn't set to Aus.
For the people wondering why the code isn't working, make sure you have a UK eBay account and follow these steps.

Been told by PayPal "It seems like you are hitting our security systems" can't tell me when it will clear or when but to just use another payment method..
SOLUTION: Linking paypal is not required in order to use the voucher code 'POWPOW15'.
I just contacted eBay UK chat and made my purchase successfully.
Your UK eBay is required have a registered address of UK and the site ID is of UK as well.
You may change your registration address manually but the site ID will need to be done manually by eBay.
@wjb: Thanks! Based on your comment, I unlinked my PayPal, retried checking out and when PayPal failed, I managed to get through checkout with a credit card instead!
